JFK was in Washington and met with the National Security Council and congressional leaders of both parties in response to the statement of the Soviet Union that they planned to resume nuclear weapons testing.
After the meeting, Kennedy issued a statement that claimed this decision was “primarily a form of atomic blackmail, designed to substitute terror for reason.”
