JFK issued National Security Action Memorandum #263, which was largely based on the recent trip to Vietnam of Defense Secretary Robert McNamara and General Maxwell Taylor, who at that time was Chairman of the Joint Chiefs of Staff.

Importantly, NSAM 263 was reversed by LBJ with NSAM #273, the day after JFK was buried – reversing JFK’s plan to pull out 1,000 troops (ie: CIA advisors) out of Vietnam by the end of ’63, and have them completely out by the end of ’65. The first draft of NSAM 273 was written by JFK’s National Security Advisor, McGeorge Bundy (the little traitor!) the evening of 11/21/63 as he was flying back from the Honolulu Conference – just hours before JFK was assassinated.
