Official Order
JFK received an official order from the United States Navy to report to the Naval Retirement Board in Washington, D.C. the following day.
The order was in the form of “telephone orders” from his old roommate at Harvard, Charlie Houghton. Houghton was assigned to the Bureau of Personnel and was responsible for detailing officers to various Naval posts. In an interview, Houghton recounts that his colleague whose area was the PT detail probably exchanged the detailing of Kennedy to Houghton as a favor to the two old college roommates.
