JFK was present in the House on this cold, drizzly, overcast Thursday. He placed three roll-call votes, all concerning amendments or passage of the Reclamation Act of 1939, which enlarged the scope of the Reclamation Act of 1902 (Newmans Act) to include other governmental water projects in addition to the building of irrigation systems. He voted Nay on two procedural votes and also Nay on final passage of the bill HR 2873, which passed by a comfortable margin.
